NEW YORK COSMETOLOGY MAKEUP & COSMETICS LICENSES INFORMATION

Cosmetology and esthetics programs teach the basic makeup techniques; however, you can take special courses and become a makeup or cosmetic artist as well. New York does not have a specific makeup artist license, if you want to apply makeup for remuneration, you will first have to become a licensed cosmetologist or esthetician. Afterwards, you can polish your makeup skills in a makeup and cosmetics program and pursue a makeup artistry certification.

To apply for a cosmetology license in New York, you must be at least 17 years of age. Before you apply, you must complete 1,000 hours in a New York State approved school. If you studied in an out-of-state school, you must provide a school certificate and school transcript listing the subjects and hours you took; the training must be equivalent to the one taken by New York applicants. Furthermore, if you have five years of experience working as a makeup artist or an occupation equivalent to cosmetology, you may also apply. You will be required to submit evidence of your education and experience. Moreover, you must be examined by a physician, physician’s assistant or nurse practitioner before applying for a cosmetology license.

Do you meet all the requirements? Then you can apply. If your application is approved, you must schedule your exam online. A $15 non-refundable fee must be paid when you schedule your exam. If you have any kind of disability, the Division of Licensing Services of Department of State of New York will provide special arrangements. You must indicate it in your application and also fill a request form found at: http://www.dos.ny.gov/forms/licensing/1591-a.pdf . You must take and pass the written and practical examinations. If you want to apply online, go to http://www.licensecenter.ny.gov/ and click on “Individual” which is on the right hand corner of the screen. Once there, click on “Apply for an Appearance Enhancement or Barber License” and enter your username and password. You must create an account if you are a new user. To apply by mail, visit http://www.dos.ny.gov/licensing/index.html and look for “Appearance Enhancement” and select “Cosmetology” or “Esthetics. Mail the form together with the $40 application fee.

UPDATE

When due to marriage, divorce, widowhood or personal reasons you change your name, or if you decide to move to a new address, make sure you notify the Division of Licensing Services of Department of State of New York for them to update the information on your makeup license. In this way, you will be sure that you do not miss any important correspondence. You can also change other pieces of information such as your email address, Social Security number and phone number. There is a $10 non-refundable fee if you change your address. The name and address can be changed online and by mail; other changes must be only made online.

To change the name or address on your makeup license online, go to NYS License Center at https://aca.licensecenter.ny.gov/aca/ . Log into your account (if you do not have an account, you must create one first). Go to “Manage My Licenses” and you will see your records. Go to “Action,” click on “Amendment” and select “Name Change Amendment” or “Address change Amendment.” Finally, follow the instructions provided in the online application. If you are changing your name, you will be required to submit a marriage certificate divorce decree, court order or any other legal document as evidence. If you prefer to do the makeup license name change by mail, go to http://www.dos.ny.gov/licensing/forms.html and click on “DOS-1473 Change Notice.” Any other changes must be done online. You are not required to get a duplicate license after an amendment.

REPLACE

If you hold a makeup license or a cosmetology license in New York, you must display it at your workplace. If your license was stolen, lost or destroyed, you must immediately request a duplicate license. Contact the Division of Licensing Services of Department of State of New York and request a copy of your makeup license. Failing to display your license may result in a fine.

To replace your cosmetology license by mail, visit http://www.dos.ny.gov/licensing/forms.html and click on “DOS-1473 Change Notice.” Fill out the required information and print the form. Send the form and the fee to the address found at the top of the form. You can pay using a check or call the Department and ask for a credit card authorization. If you wish to ask for the duplicate hair license online, go to the website of the NYS License Center at: https://aca.licensecenter.ny.gov/aca/ . You will have to create an account if this is your first time using the NYS License Center. To create an account, click on “I Need a NY.gov ID.” If you already have a username and password, log in and go to “Manage My Licenses” and you will see your records. Click on “Amendment” which is under “Action.” Select “Duplicate License Amendment” and follow the instructions.

RENEW

Renewing your makeup license or cosmetology license is vital to validate that your knowledge and experience are still up to date. In New York, you must renew your hair license every four years. Approximately three months before the expiration date of your license, the Division of Licensing Services of Department of State of New York will send you a renewal notification by email or mail if you do not have an existing NY License Center account. The fee to renew is $40. You are eligible to renew your license three months prior to the expiration date.

Renewing your makeup license is a simple process if you do it online. Access the NY License Center at: https://aca.licensecenter.ny.gov/aca/ . Once you create an account and claim your record (if you need help with these steps visit http://www.dos.ny.gov/licensing/lc-instructions.html ), you can log in. Choose the “Manage My Licenses” tab, and you will see your list of records. The status of your license will display as “About to Expire.” Click on “Renew Application” found under the “Action” column. Complete the renewal application and upload any documentation that you are required to provide. Review your information and check out. Submit your payment, and you will receive a confirmation. Afterwards, wait for your application to be approved, and you will receive an email notifying you that your renewal has been issued. If you prefer to do it by mail and you did not receive a renewal form, email the Division of Licensing Services at Licensing@dos.ny.gov and request one. You are eligible to renew your license three months prior to the expiration date.

TRANSFER

If you are a makeup or cosmetics artist and wish to move to New York, you will have to transfer your makeup license from where you are currently licensed at. To transfer your license, you must apply to licensure by reciprocity or endorsement.

To transfer your makeup license to New York you have two options:

  2. Submit a certification from the Cosmetology Board where you are currently licensed at.
  3. Complete the licensure application.

EDUCATION

Makeup and cosmetics are part of all cosmetology programs; therefore, even if New York does not issue a specific license for makeup, you can get a cosmetologist or esthetician license and specialize in makeup. If you feel attracted to that idea, you must first go to a cosmetology school, get licensed and then you can take a makeup artistry training. Most makeup schools in New York offer several types of makeup trainings, especially theatrical makeup.

With a cosmetologist or esthetician license, you will be allowed to practice as a makeup artist. Nevertheless, you can register for cosmetic classes to learn more specific makeup content and refine your skills. The prices and length will depend on the type of makeup you choose, but the average costs ranges from $1,500 to $5,000 and the length from one up to four weeks.
